The Public Security Division, Ministry of Home Affairs has taken this project to Basic Infrastructure support for Barisal &Sylhet APBN and RRF, Office accommodation for APBN and RRF, Residential accommodation for officers and forces, and Parade and physical training facilities.
Objectives of the In-depth Monitoring of the project;
- Veverified by Reviewing whether the project activities have been carried out/done in accordance with the approved DPP;
- Review and analysis of the project activities to assess whether they can achieve the objective of the project; and
Make recommendations for the sponsoring Ministry/Division and implementing Agency in achieving the objectives of the project. - Review documents related to background, objectives, the status of approval/modification, then subject matter of financing, implementation period, approved expenditure, annual cost estimate, etc. of the project
- Collection, insertion, and analysis of component-wise progress of the project(physical and financial) and presentation and review through tables/charts;
- Review the implementation progress of the project as per the time-based physical and financial targets in the DPP
- Review and assess whether the existing procurement rules and regulations (PPR, guideline for development partner etc.) are followed in the procurement of various goods/works and services under the project;
- Review and assessment of issues on engagement of necessary personnel for management and maintenance of various goods, works and services procured under the project;
- Assess whether the goods, works, and services have been procured under the project following specification, maintaining quality & quantity as per contract/procurement guidelines through necessary assessment/field/ lab test;
- Review, assess, and monitor various issues regarding project implementation such as delays in the financing, delays in procurement of goods, works, and services, quality of project management, and reasons for increasing of project period and expenditure, etc.
- Review of project approval, amendments (if applicable), fund allocation, fund disbursement, bill payments, etc.; Review of the efficiency of manpower including project director of the project;
- Analyze strengths, weaknesses, opportunities, and threats (SWOT) of the project and provide appropriate recommendations for undertaking and implementing similar nature of the project in the future;
- Reviewof laboratory test reports of all civil works and construction materials, verify whether the work doing on maintaining quality and quantity following project design and specifications according to the approved DPP;
- Provide feedback on the Exit Plan for sustainable and proper management of the infrastructure made under the project after project completion;
- Make recommendations based on the observation of the project activity.
